The Security Council threatened to downgrade the UN force monitoring the border between Ethiopia and Eritrea to an observer mission if the two neighbors fail to cooperate in efforts to settle their boundary dispute. The 15-member council unanimously approved a resolution warning that if the two countries do not fully comply with resolution 1640 by May 1, it would review the mandate of the UN mission and troop level by May 15, with a view to possible adjustments, “including a transformation into an observer mission.” Full Story
