Security officials are bracing for two very different threats when more than a million people stream into 12 German cities in less than two months for the World Cup: hooliganism and terrorism. Of the two, officials think violent fans are the more certain problem, with cities such as Berlin, Munich, and Frankfurt a short train or budget airline hop away for veteran troublemakers.
