Former President Alan García and former congresswoman Lourdes Flores were locked in a virtual dead heat Monday to determine who will face ultra-nationalist Ollanta Humala in a runoff to elect Peru’s next president. García narrowly overtook Flores as the votes were counted one day after 16 million Peruvians went to the polls.
