Israel’s Cabinet will declare Prime Minister Ariel Sharon “permanently incapacitated” at its meeting next week, the Israeli daily Yediot Ahronot reported Monday. Israel’s attorney general declared Sharon temporarily incapacitated after the prime minister suffered a severe stroke on Jan. 4.
