A Basque leader likely to be a key figure in negotiations between Basque separatists and the Spanish government was ordered jailed Wednesday, despite warnings it could slow the movement toward peace. The Basque separatist group ETA called a permanent cease-fire last week, ending decades of violence. Arnaldo Otegi, leader of the outlawed Batasuna party, was ordered jailed Wednesday by a Spanish judge on charges of inciting violence during a strike last month in the northern Basque region.
