Arab leaders, at an annual summit in Sudan on Tuesday, promoted an offer of peace with Israel in return for land and criticized threats to cut aid to the Palestinian Authority when Hamas Islamists take office. As Israelis voted in an election which could decide whether Israel unilaterally defines its borders with the Palestinians, Arab heads of state rejected unilateralism and called for a return to Middle East peace talks sponsored by international mediators.
