Prospects for a negotiated peace with the New People’s Army (NPA) have grown bleak following the government’s uncovering of a coup plot that linked the communist rebels and disgruntled soldiers. “The talks have bogged down. We are not initiating any back channel negotiations with them,” said Undersecretary Rene Sarmiento, who has handled such informal talks with the communists in the past.
