An agreement by Bosnia’s Muslim, Serb and Croat leaders to strengthen central government will help it move toward EU norms and should be put in place in time for October’s election, the European Union said on Monday. Bosnia’s seven main parties agreed on Saturday on a U.S.-backed plan to replace the triple presidency with a less-powerful single rotating post and two vice-presidents which would be elected by both houses of parliament and not directly.
