The Defense Department is now “getting its arms around” the troubled Joint Tactical Radio System (JTRS) program, according to Maj. Gen. Dennis Moran, the vice director for C4 (command, control, communications and computers) at the Joint Staff. In response to schedule and cost overruns, the JTRS Joint Program Office was moved from Washington to San Diego in early 2005 and reformed as a Joint Program Executive Office (JPEO) under Dennis Bauman.
