Ecuador’s Supreme Court released former President Gustavo Noboa from house arrest on Thursday after reducing charges against him for allegedly mishandling the country’s foreign debt negotiations during his three-year term. Supreme Court Chief Judge Jaime Velasco issued the resolution lifting the detention order and ruling Noboa should be charged with being an “accessory after the fact” instead of “directly responsible” for poorly handling debt negotiations, allegedly costing the country $9 billion.
