Planning for the assassination last year of the former Lebanese prime minister, Rafik Hariri, was so thorough, disciplined and meticulous that the perpetrators were probably experienced operatives, according to a report circulated Tuesday by the head of the United Nations investigation. The official, Serge Brammertz, also said he had reached an agreement with Damascus under which investigators could interview Bashar al-Assad, the Syrian president, and other high-ranking officials and have full access to the people, places and documents it needs for its work.
