Serbian authorities were negotiating the surrender of top war crimes fugitive Gen. Ratko Mladic, security officials said, though a government spokesman on Wednesday denied reports he had been arrested. A senior state security official told The Associated Press that Mladic — indicted by the U.N. war crimes tribunal at The Hague, Netherlands, for some of the worst atrocities in the Bosnian war — had been located and that authorities were trying to persuade him to give himself up.
