Tensions in the breakaway Georgian region of South Ossetia remained high, despite the apparent resolution on Monday of a dispute between Russian and Georgian peacekeepers over access to the region’s capital. The deal appeared to calm the latest standoff, days after the Georgian parliament last Thursday voted to expel Russian peacekeepers from the region, but left suspicions on both sides that the situation could escalate into a full-blown armed conflict.
