The Senate leader asked the governor Thursday to convene an emergency preparedness council, saying six outdated plans for catastrophes such as earthquakes, radiological attacks and spills of oil or hazardous materials are up to 38 years old. Senate President Pro Tem Don Perata, D-Oakland, also said recent hearings by various agencies have exposed the need for “overarching analysis” of gaps in preparedness for natural disasters and terrorism attacks, and said he is arranging an in-depth, independent study.
