A move by Egyptian President Hosni Mubarak to put off local elections for two years has raised accusations his government is breaking promises to increase democracy in a bid to stem gains by the opposition Muslim Brotherhood. The decision to keep in place thousands of local council members — most of them from the ruling party — for another two years has been approved by the upper house of parliament, the Shoura Council, and is assured of passage in the lower house this week.
