A senior Hamas leader warned the Palestinian president, Mahmoud Abbas, on Wednesday not to revamp the Palestinian Authority or make cabinet appointments without Hamas’s approval. The Hamas leader, Khaled Meshal, spoke at a news conference in Cairo, where he and other exiled Hamas officials have been conferring with Hamas leaders from Gaza and the West Bank. After sweeping the Palestinian parliamentary elections two weeks ago, Hamas is preparing to form put together the new government, though Mr. Abbas, known as Abu Mazen, will remain president of the Palestinian Authority.
