Three mortar shells exploded Thursday at a plant used for cleaning and processing crude oil, triggering a fire but causing no casualties, officials said. The attack occurred about 3 a.m. at the Oil Concentrating Complex, 30 miles west of Kirkuk, police Capt. Farhad Talabani said.
