Iran’s top nuclear negotiator said Tuesday that hauling his country before the U.N. Security Council over its nuclear ambitions would mean the “end of diplomacy.” The United States, Britain, China, France, Russia agreed at a meeting of their foreign ministers in London on Tuesday that Iran shoulld be referred to the council, which has the authority to impose sanctions.
