President Jacques Chirac said Wednesday that a group of youths who had harassed and assaulted passengers on a suburban train in the south on New Year’s Day would be punished. “Those guilty will be found and punished, as they deserve,” Mr. Chirac said, speaking at a press reception at the Élysée Palace.
