Rifts between Somalia’s rival factions deepened Monday as a new Mogadishu city council, appointed over the weekend despite the objections of the prime minister, failed to agree on a mayor for the lawless capital. The 64-member council was installed Sunday by Mogadishu warlords and clan elders in defiance of Prime Minister Ali Muhammad Gedi’s administration. Warlords rejected Mr. Gedi’s choice for mayor, and the new council was installed to find a new candidate. But the talks broke down over clan rivalries, with various groups saying they were underrepresented on the council. Full Story
