The military commander of Colombia’s second largest rebel group said Wednesday he was optimistic that new efforts to reach peace with the government would be more fruitful than past attempts. Antonio Garcia of the National Liberation Army acknowledged there were many obstacles to reconciling with the government to end his group’s 41-year armed struggle, but said he was hopeful of finding solutions in talks scheduled to begin Friday.
