A man who allegedly threatened to set off TNT at the Bureau of Criminal Apprehension headquarters was charged Friday with illegal possession of explosives. Michael John Hagemann, 28, of St. Paul was arrested Wednesday and remained in jail Friday on $50,000 bail. On Nov. 18, Ramsey County sheriff’s deputies searched his residence and found methamphetamine, three semiautomatic handguns and two blasting caps used to set off explosives, according to the criminal complaint.
