President Hugo Chavez said an election boycott by several opposition parties would not affect the legitimacy of Sunday’s congressional vote, noting that many rival candidates had not officially withdrawn. Elections officials said Saturday 10 percent of Venezuelan congressional candidates have formally pulled out of the race in the boycott.
