Spain offered on Tuesday to sell Colombia 21 military transport planes to help it battle a leftist insurgency. The proposal was made a day after Spain sealed a deal to sell 12 military planes and 8 patrol boats to Venezuela, which has often had testy relations with Colombia, for $2 billion. The sale to Venezuela has raised fears of an arms race in the Andean region, though both Spanish and Venezuelan officials insist that the armaments will be used to fight drug trafficking and thus contribute to regional security.
