Guatemala has announced it will take a third shot at establishing a police narcotics squad that will not itself become deeply involved in drug trafficking.Following the arrest of top anti-drug cops on trafficking charges, Interior Minister Carlos Vielman told reporters that he and his aides are mulling the creation of a new agency to replace the Anti-Narcotics Analysis and Intelligence Service, known as SAIA.
