Ecuador, which has long felt itself victimized by the interminable civil war in neighboring Colombia and that nation’s billion-dollar drug trade, is adamantly protesting that its sovereignty was violated by a wholesale Colombian military incursion and complaining about a flood of Colombian refugees. The chief of Ecuador’s armed forces joint command, Vice Adm. Manuel Zapater, asserted again Tuesday that Bogota violated his country’s airspace last week by heli-transporting hundreds of Colombian soldiers into Ecuadorian territory to battle Colombian guerrillas who had retreated across the border.
