State Attorney General Eliot L. Spitzer, a Democratic candidate for governor, said Friday that the state needs to bolster its anti-terrorism network, establish a death penalty for terrorists and better inform the public and firefighters about threats and disaster plans. In his first speech detailing his public security platform, Spitzer told the Association of Fire Districts of New York that the Republican administration of Gov. George E.
