Ivory Coast’s government has been seeking to repair and rebuild its air force since an arms embargo was imposed by the United Nations last November, according to a confidential report by a UN investigative panel. The embargo was placed on Ivory Coast after the government broke a ceasefire by bombing the rebel-held north of the country a year ago, killing nine French peacekeepers in the process.
