The trial of a former Salvadoran Army officer, accused of letting soldiers under his command torture and kill civilians, was scheduled to start Monday. Former Salvadoran Army colonel Nicolas Carranza has lived a quiet life in the area since 1985. He’s become an American citizen, and neighbors describe him and his wife as friendly.
