Police officers milling about the downtown core this week and carefully watching Toronto landmarks such as Union Station were responding to a terrorist threat against the city that has now been dismissed as a hoax. While Toronto’s police chief and mayor played down the attack threat, which was supposed to take place yesterday morning, there’s no doubt the scare had police across the country on high alert. It also raises the question of whether the public should have been warned.
