Japan and North Korea will hold talks on the communist state’s nuclear weapons program and other bilateral issues starting Nov. 3 in Beijing, Japan’s foreign minister said Wednesday. The two countries, which do not have diplomatic relations, have not had formal bilateral talks since November 2004. Both countries are also expected to take part in multilateral talks on the reclusive North’s nuclear programs next month. Full Story
