Paraguay remains the Latin American country perceived to be the most corrupt, according to a report by Transparency International released Tuesday, although the nation has made a slight improvement in its status since the publication of last year’s report. The non-governmental organization said the country had a corruption index of 2.1 on its 10-point ranking scale, below Venezuela (2.3) and ahead only of Haiti (1.8) among the countries of the hemisphere.
