Thousands of Iraqi detainees who have not been brought to trial were allowed to vote in Iraq’s constitutional referendum on Thursday at prisons such as the notorious Abu Ghraib detention center, officials said. It was not immediately known whether prisoner Saddam Hussein had cast a vote.
