Israeli soldiers killed three militants during arrest raids in the West Bank early Thursday, pressing on with a major offensive against Palestinian militants and casting a shadow over local elections in dozens of Palestinian villages. The predawn raid came a day after Palestinian leader Mahmoud Abbas traveled to Cairo to try to enlist Egypt’s help in trying to end the crisis, and Palestinian officials said Abbas would travel to Washington to meet President Bush on Oct. 20.
