A Mexican judge has refused prosecutors’ request to issue arrest warrants for former president Luis Echeverria and seven other former officials in the 1968 massacre of student protesters, local media reported Wednesday. The ruling marks the latest setback in government efforts to prosecute political crimes from the 1960s and 1970s.
