Colombia’s biggest leftist guerrilla group has rejected another government proposal for negotiating an exchange of jailed rebels for a few dozen out of the estimated one thousand hostages being held by the insurgents.The Revolutionary Armed Forces of Colombia, as it has done in response to two other suggestions from the government of President Alvaro Uribe, reiterated its demand that troops and police be pulled from a broad swath of territory if any exchange is to be worked out.
