A new videotape purportedly showing an al-Qaeda militant warning that the city of Melbourne would be the target of a terrorist attack underlined the need for tough new security laws, Prime Minister John Howard said.The tape obtained in Pakistan by the US television network ABC shows a masked man speaking with an American accent threatening attacks on Los Angeles and Melbourne, Australia’s second biggest city. “Yesterday, London and Madrid.
