An inquiry into anti-Sikh riots that rocked the country two decades ago has said a minister in the Congress-led coalition may have instigated rioters after then Prime Minister Indira Gandhi was shot dead by her Sikh bodyguards. The inquiry report by retired judge G.T. Nanavati, tabled in parliament on Monday, was the first to name Congress leaders in connection with the bloody riots in 1984.
