The first comprehensive report on human rights abuses committed during a quarter-century of fighting in Afghanistan blames several top officials and candidates in upcoming legislative elections for some of the worst atrocities. Ahmad Nader Nadery, a commissioner with the Afghan Independent Human Rights Commission, said Monday the government was considering setting up a war crimes court and truth-seeking commission to deal with allegations contained in the report by the independent research organization, the Afghanistan Justice Project.
