Nearly 32,000 of the terror suspects considered “armed and dangerous” who were logged onto the government’s master terror watch list were designated for the lowest level of security handling, requiring no immediate action by law enforcement officers who might encounter them on the streets, the Justice Department’s inspector general said on Monday. In a report assessing the watch list, the inspector general’s office found a weakness that “places front-line law enforcement officers in a vulnerable position” because they may not realize the danger posed by a suspect they confront.
