The European Parliament urged Uzbekistan on Thursday to try those responsible for civilian deaths during a revolt last month, describing the violence as a “massacre.” The former Soviet Central Asian state has refused to let human rights activists visit the eastern town of Andizhan, where 500 people, mostly civilians, are reported to have died when troops put down a revolt on May 13.
