A Chilean appeals court surprised observers Wednesday by throwing out the convictions of top officials of the 1973-1990 military regime for the abduction and torture of a journalist. Citing a 1978 amnesty that many here had come to see as a dead letter, a three-judge panel of the Santiago Appeals Court overturned verdicts handed down against the former head of the DINA secret police, Gen.
