A pair of suicide bombers, wearing vests packed with explosives, detonated themselves Monday in Hilla, killing 27 people — many of them police — and wounding 118, police said. One of the bombers attacked outside the governor’s office where former Iraqi police commandos were protesting their dismissals for lying on job applications.
