The European Union said Monday it will send a 10-member military mission to Kinshasa next month to help Congolese President Joseph Kabila overhaul his army and integrate it into the government. The mission, the first of its kind for the EU, was requested by Kabila, who has pushed through a constitution paving the way for free elections in June, the first in four decades. Full Story
