Congo’s foreign minister said a long-awaited presidential ballot was likely to be delayed until next year, but electoral officials said Thursday no decision had been made on when to hold the vote. Speaking Wednesday during a visit to the Turkish capital, Ankara, Congolese Foreign Minister Raymond Ramazani Baya welcomed parliament’s approval earlier this week of a new constitution that paves way for an end to the country’s transitional government and elections by June 2006.
