Europe’s top human rights court called yesterday for a retrial of Kurdish guerrilla leader Abdullah Ocalan, a ruling that forces Turkey to balance its dreams of entering the European Union and a public that regards Ocalan as a terrorist responsible for the deaths of tens of thousands.
