Congress’ watchdog agency chided the State Department on Tuesday as lacking an effective program to protect U.S. officials overseas from terrorists. In a report, the Government Accountability Office credited the department with a number of programs designed to shield the officials when they are at work in U.S. embassies. However, the report said, while the department provides briefings, surveillance detection and protection at schools and homes, “State has not developed a comprehensive strategy” to counter terror outside embassies.
