Federal authorities said on Monday they had arrested a top heroin kingpin from Afghanistan who they say provided weapons and manpower to the former Taliban regime. Bashir Noorzai, whom President Bush has identified as one of the world’s most-wanted drug traffickers, is accused of conspiring to import more than $50 million worth of heroin into the United States and Europe, said David Kelley, U.S. Attorney for the Southern District of New York, at a news conference.
