A team from a 44-nation anti-proliferation body held its first talks in Pakistan on Monday on preventing illicit exports of nuclear technology. Pakistan is at the center of an investigation of a nuclear black market linked to the father of its atom bomb program, Abdul Qadeer Khan, who last year admitted proliferation to Iran, Libya and North Korea.
