Government soldiers and United Nations troops in Congo arrested a militia leader on Saturday in a crackdown on armed groups that have terrorized the lawless Ituri Province and killed more than 60,000 people since 1999. The arrested leader, Kahwa Mandro, runs the Pusic militia, one of half a dozen ethnic-based groups operating in Ituri under the pretence of protecting their communities but often fighting over natural resources and tax revenues.
